The LWG has not issued its own guidance on the DL-DE/by-2-0 however we agree with the findings of this [https://open.nrw/sites/default/files/atoms/files/opennrw_rechtl_gutachten_datenlizenzen_lowres_web.pdf} study] commissioned by the German state of North Rhine-Westphalia (NRW) that the downstream attribution requirement requires obtaining special permission for use in OpenStreetMap.
