Minutes of previous meeting

The minutes of 2023-01-11 and 2023-11-29 are approved, and on 2023-11-15 no meeting has taken place.

Active Projects

Vector Tiles

The board decided to modify some clauses in Paul's contract to shield the Foundation from risks. On of the changes has been to set an upper ceiling of 40000 EUR for the contract for the moment being, in line with the initial effort estimations.

The changes by the board do not affect the working plan.

The Engineering Working Group observes that the process of a circular amongst themselves has worked.

Status of Mute Users feature

Emerson volunteers to watch Gregory's work and to report relevant events to the EWG. Currently, Gregory's work is flowing and ongoing. The results are not merged yet.

The pull request review is the bottleneck. It should made clear in any contract and possibly payment milestones that pull request review can take longer than expected.

Motion: For any small contract about labor, there should be at least two milestones: one for getting the code ready and raising a pull request, the second for completing the pull request (merged or as closed as possible). All agree.

Projects shall be as small as possible to ensure that they are merged as early as possible. The EWG wants itself to grow into the ability to do as much of the PR review process themselves to relieve the maintainers from as much work as possible to fast track merging.

Refactoring of OSM website notes

It is ready but not yet advertised.

Budget planning

The EWG has identified the following budget items:

  • tyrasd for iD 40k
  • Paul's work 100k
  • Gregory's work unless billed soon (8 workdays)
  • Microgrants: 30k (6k max)
  • Costs for "Refactoring OSM website notes" and "GDPR" (and 1 or 2 other future website improvements??) (10 days each)
  • event (eg hack weekend) to welcome potential new website maintainers 5k

Roland is tasked to convert working days to money and to start a circular.

Microgrants

Salim has at the SotM-EU signalled that he will send an email on the progress with grants to EWG.

It is considered to increase the maximum award from 5000 EUR to 6000 EUR to allow for inflation. Several tech projects in 2020 were additionally funded directly by board decision (rather than from the microgrant budgets). Paul suggests that the goal is a mix of interesting (more risky) work and boring and safe work.

The EWG tries to find a wingman for Salim, otherwise the topic is deferred.

GDPR

Andrew is going to look at starting an RFP for the GDPR work.

Coordinate with LegalWG to ensure that changes makes sense.
